Bought a used 2DS, had parental controls set, can't disable them because of invalid serial #. What do I do?

I bought a used Nintendo 2DS for my little sister. While checking out the condition and cleaning it up, I noticed that parental controls were set on the system. I paid it no mind, since it wasn't like I was going to let my little sister play T or M rated games anyway.

However, I quickly ran into problems when I tried to hook it up to my home's wireless internet connection. I went into the settings, but was barred from progressing into the Internet Settings by the Parental Controls. I went online searching for a solution, finding myself on the Nintendo support website. I found the part of the site that aids with this sort of problem. I noticed there being a credit card requirement, and while a bit iffy about that, decided it was relatively uninmportant compared to getting the system up and running, and downloading some games and apps for the little one.

This is when the big issue reared its head.

On the Parental Controls PIN Reset part of the Nintendo site, it prompted me to input the serial number of the system, the inquiry number, and my e-mail address, followed by credit card information after the previous info was all approved. "Okay" I thought, "simple enough." The serial number was read as invalid.

I kept checking the number over and over again, even going so far as to opening the battery compartment on the back of the console. Every time, the site read the serial number as invalid.
Since that time a few days ago, I've managed to update the 2DS to the latest firmware (7.2.0-17U) via a Nintendo Zone, but am still unable to connect it to my home network because of the parental controls. I've continued trying to use the website, but to no avail. The serial number continues to be read as invalid.

The serial number begins with the letters AW, followed by 9 digits. Is there any way to bypass the parental controls of this 2DS? I'd genuinely appreciate some help and possibly a solution to my problem, and if not, at least an explanation as to why this is occuring would help. Thank you.
