Can I Pre-Order games on the Nintendo eshop?

I own a nintendo 3ds and I was Just wondering If I am able to pre order games on the nintendo eshop. I want to pre order Omega ruby and Smash bros for 3DS (Yes, The hype is so real ) if games matter if you can or no according to release date. If you will kindly answer my question this would be a big help. Thanks
