Ability to restore StreetPass Plaza purchased content?

Hello,

Having suffered a system issue in which the best option was for me to format my 3ds,  I lost my purchased StreetPass games (Mii Force, etc.)

Any way to recover them without having to repurchase them?  I recovered my Nintendo eStore games without major issues.
