FIXED: My husband suggested to power cycle the 3DS, which we did. We let the 3DS battery die, once it was charging we were able to locate all Access Points and connect to WiFi.
However The Legend of Zelda: Four Swords Anniv Ed. still provides no options to select on Multiplayer.
I suggest that Nintendo mentions to customers to try power cycling the 3DS. They only recommend to power cycle the router and modem.

I have had my Nintendo 3DS since October, it connected to my router perfectly fine until I downloaded The Legend of Zelda: Four Swords Anniv Ed on Jan. 30, 2014. (Which involved me updating my Nintendo 3DS Software). The next day when my husband and I decided to play (Four Swords) we noticed I couldn't join or host a game in Multiplayer (No Options/Text). The screen is just blank (no text), so we checked the wifi connection and I get Error: 003-1099. Now I want to point out that all other Wifi systems in our apartment connect perfectly fine, including our cellphones, Nintendo WiiU and my husbands Nintendo 3DS.
I have tried everything Customer Service has suggested, and have done it multiple times. Yes, my Wifi is "Enabled" on my 3DS and I have even disabled it, the light is yellow. I have entered all the information in manually. When I search for a connection there is no "Access Point". Yet when I check on my husband's Nintendo 3DS he see's multiple "Access Points" due to living in an apartment. I did e-mail Costumer Service and have yet to hear a response and I will phone tomorrow.
tldr;
My DS can't find or recognize any wireless connections. When I scan for an access point nothing shows up, while my husband's Nintendo DS does. There is no problem with our router, it has something to do with the Nintendo 3DS.
