Can't access eShop from 3DS

My 3DS can't access the eshop. I've done the system updates but everytime I try to access it after signing in, it asks me if I want to recieve notifications. Then it just starts a white screen which I assume is a loading screen and nothing changes. I've linked my accounts, but before linking them there was overlapping text on the screen saying it was preparing the program. I can let it sit there with the white screen and it still does nothing. I'm connected to the internet and plugged in the charger. If anyone else has run into this problem please tell me how i can fix it! D:
