Matchmaking error? 018-0514 ... help!

I'm seeing a lot of issues lately with my 3DS and my Wii U connecting online for Smash Bros (on 3DS and Wii U), Splatoon and Mario Kart.

The Wii U has worked perfectly with Mario Kart and Smash Bros. for months and now suddenly has this same issue.

I am using an AT&T mobile hotspot (AirCard 781S) which I know isn't optimal - but it gets around 15 Mbps down and 3 up... ping is pretty fast too.  And in the past it has worked great.

The issue is during matchmaking - I consistently get error 018-0514.  Every once in a while, it goes through, matches me up and works perfectly, but that is only once out of every 50 tries or so.  When it does match me up, it works great, no lag, no issues.

So the issue seems to be related to matchmaking - there is tons of discussion online, but no real answer from what I see.

I've tried the following:

1. Assign 3DS a static ip address (not using DHCP) and then changing settings on hotspot to put that address in the DMZ.

2. I have read you can open every port from 1 to 65535, but the hotspot doesn't let me do ranges unfortunately (only individual ports).  However, options #1 above should be sufficient anyway.  There doesn't seem to be an online list of what ports to forward ... supposedly Nintendo recommends forwarding them all.

3. Change wifi channel to 11 (not sure why that matters, but I read it online somewhere)

4. uPnp has been disabled and enabled.

5. Changed DNS servers from the AT&T ones to Google (8.8.8.8 and 8.8.4.4)

Nothing seems to help - it just randomly, every once in a while, decides to work.

Something recent has caused this to be virtually unusable.

I have no trouble accessing eShop, downloading games, etc.... works flawlessy.

In Smash Bros - I can spectate matches and bet on them - no problems there.

So this seems very related to matchmaking unfortunately - has anyone found a working solution?  This seems very common.

One final bit of input - I also have an Exede satellite connection... terrible ping of course cause its satellite.  Wii U with Spatoon works GREAT with it (much to my amazement).  However that connection is limited to a certain number of gigs per month so it isn't viable for long term.

Thanks in advance for any input!
