Need Help! Error Code 003-1099

Hello there, everyone! I've decided to create this account to ask a question concerning wi-fi connectvivity.

A while back I changed ISP providers, and ever since, I have not been able to connect my 3DS-XL to my network. I use WPA2-PSK (AES) type security, and use a centurylink actiontec router.

 

When I attempt to locate an access point, my wi-fi network shows up, but the title of the network is blank. I go to type in my SSID and Key listed on the router, and still no dice. I do not know if I have MAC filtering enabled, and I am not familiar with accessing this on my computer to enter in my 3DS's MAC address.

 

I've tried just about everything, from pressing the WPS button on my router in an attempt to synch connection to trying all security keys I can think of. I have used WEP passwords in the past with success, but I am not well versed in the current settings of my computer to know the WEP key. I doubt that with my WPA2-PSK setting that I'd be able to enter in a viable WEP key, anyways.

 

Anyone else experiencing this? I'm not sure if this is a problem with my ISP provider, firewalls, the router itself, etc. All computers, phones, and tablets connect perfectly to the system, save for my 3DS XL and a PSP owned by another family member. I've been scratching my head for the longest time as to what the problem could possibly be D:
