Unable to connect to EShop, already called Nintendo, no answer

My 3ds is unable to connect to the Nintendo EShop, and has been unable to since it was bought in late June. I've called Nintendo customer support numerous times, and never received an answer. I continiously get the error code 005-5602, which I understand to be a regional error. The 3ds is set to the correct region of the US. I similarly cannot reformat the system memory because of this error. I've gone through all the fixes I've been told, and nothing has worked. Things like setting the system's region to Canada and back to the US, restarting, trying to connect through a new connection, etc. Nothing has worked thus far. Is there anything I can do at this point except continuing to call Nintendo?
