I turned my Nintendo 3DS off during a System Format

Now when I turn it on, 45 seconds to a minute after it gives an error of:

"An error has occured.

Hold down the POWER Button to turn off the power , then turn it on and try again"

Now when I turn it on race to get to the format screen.

Please help, does it need repair?
