Why am I unable to connect to the internet when I try to buy DLC on One Piece Unlimited World Red?

Whenever I select the buy button on One Piece Unlimited World Red for the DLC the game goes through signing in my Nintendo Network ID, then starts to prepare my SD card then loads a little and gives me the Error Code 009-1502. I've been in a good distance from it and I have also restarted my router. I've looked on the internet and there is nothing about it.
