Can I link My Son's 2DS To My Club Nintendo Account?

Alright, I have a club Nintendo account, and my 3DS and Wii are linked to it. My son has a 2DS, and he's 8 yrs old, and he doesn't have a Club Nintendo account of his own. I decided to add him through my account using the family member account option, and that went fine. I gave him a specific username and password.

 

Now comes the problem. Can I actually go on to his 2DS, and link his unit to my account like I did for my 3DS, is this even possible? Every time I go in to the e-shop, and go to the link to CN option, and put in his username and password that I set up through my CN account, it gives me error code: 011-7403 "unable to link this CN account".

 

I have contacted customer service by phone, and the first rep said it wouldn't work, because my son was under 13 years of age. So then I did some more research and found the CN guidelines, and it says if a child is under 13, you need to use the add a family member option, and that is what I did.

 

So I called back and got rep number 2. Now this guy actually spent some time trying to fix the situation, and he had me go into the parental controls on my son's 2DS, and go through the "parent act" something or other, so I could approve my sons 2DS to access things even though he is under 13. I did that, waited several hours for the code, inputted it, and unlocked his 2DS for the age restriction problems.

 

Now, the rep told me once I received the code, and unlocked the restrictions, all should be fine. Sadly, trying to link my son's 2DS still gives me the same error code.

 

So my question is:

 

Is it even possible to have family memeber's 2DS/3DS's linked to my account, so that when I buy e-shop games on my sons unit, we can get CN coins to my family account? It seems silly to allow for the set up through CN, but not allow individual units the right to actually link to the account to get coins for online purchases.

 

Am I missing something? Is it not possible? I figured the customer service team should be more knowledgeable in this area, but they seem clueless for the most part. I tried to call back this afternoon, but the phones where busy and the automated system recommended I try the tech support forums, so here I am. Thanks for any help on this matter.
