2DS System Transfer with Broken Source

I am trying to transfer the system from a broken 2DS (bathroom sink float tested) to a newly purchased 2DS.  The guides I have read seem to indicated that the source 2DS has to be working to make the transfer.  Surely there must be another way to make the transfer when the source system is no longer functioning.
